Russell has devoted his life to serving our country and state. From the Armed Forces to Texas courts, he has fought to defend the rights and freedoms we enjoy as Americans.

Fighting for Justice

Justice Lloyd's perspective on the bench is shaped by 40 years practicing law-as a trial and appellate lawyer, prosecutor, and judge. In our courts, he fought to improve labor conditions for workers, protect the rights of victims, and defend the unfairly accused. As a judge, he works tirelessly to ensure fair and equal justice for all.

Russell has served on Texas courts for 16 years. He was elected across ten counties and began his service on the First Court of Appeals in 2015. He has adjudicated thousands of cases and authored more than 600 opinions to date.

Justice Lloyd previously served ten years as judge of the 334th District Court in Harris County, where he presided over more than 300 jury trials. He received national recognition for his work as chief judge for some of the Nation's largest mass action dockets.

His expertise and reputation were recognized with a nomination by President George H.W. Bush to the U.S. District Court. His nomination was forwarded to the Senate Judiciary Committee, pending the outcome of the presidential election.

Russell served as a prosecutor in the Harris County District Attorney's Office and tried over 200 jury trials. He has decades of civil trial and appellate experience with prestigious Houston law firms and represented both plaintiffs and defendants, concentrating on class actions, products liability, and commercial disputes in state and federal courts across the Nation.

Justice Lloyd attended The University of Texas School of Law on the G.I. Bill and went on to serve as a briefing attorney at the Texas Court of Criminal Appeals. He received a B.A. in History from the University of Houston.

Upholding Texas Values

Russell is a sixth-generation Texan born in a small Texas town where his parents taught him the values of hard work and service. He is an Eagle Scout. Russell has been married for 35 years to Mary Lloyd, an attorney. They are the parents of James and Leslie, both attorneys and the proud grandparents of Charlotte and Ben. They are parishioners at St. John the Divine Episcopal Church. A lifelong musician, he plays bassoon in the Houston Sinfonietta and the Fort Bend Symphony.

Russell volunteers at the V.A. Hospital to counsel veterans and is active in numerous community associations including Lone Star Veterans Association, the Military Officer Association, and the Texas National Guard Association. He has served on the Board of Directors of the Houston Humane Society. He is an active member of the Texas Supreme Court Historical Society and has published articles in the Society's journal on the contributions of veterans to Texas legal history.
